This page contains documents that have been published in the Federal Register.* Because the White House cannot deliver a document to the Office of the Federal Register (OFR) until after the President signs a document, there is always a delay (of at least one day, typically of several days) between when the President signs a document and when it is published. Once received, OFR gives presidential documents priority processing and documents will appear on public inspection the business day before publication.

Executive Order 13855, titled "Promoting Active Management of America’s Forests, Rangelands, and Other Federal Lands To Improve Conditions and Reduce Wildfire Risk," was signed by President Donald Trump on December 21, 2018. Active Management: Directs the U.S. Department of Agriculture (USDA) and the Department of the Interior (DOI) to use active management tools—such as commercial timber harvesting, mechanical thinning, and prescribed burns—to reduce hazardous fuel loads on public lands. Sets explicit goals to treat 750,000 acres of DOI-administered lands and 3.5 million acres of USDA Forest Service lands to reduce wildfire risks. Interagency Coordination: Improves cooperation between federal, state, tribal, and local entities for wildland fire management and post-fire restoration. Economic Support: Aims to protect local communities and support rural economies by promoting the productive use of forest by- products.

Controversy and Subsequent Status

Environmental Concerns: Conservation groups criticized the order, arguing it used wildfire risks as a justification to roll back environmental reviews, limit public input, and increase commercial logging in sensitive or mature forests. Revocation: President Joe Biden later rescinded Executive Order 13855 in January 2021 under Executive Order 13990 as part of a shift in federal environmental and land-management priorities.
